Not at this monument/museum. There are rentals at PTown Aquasports, just north of the pier. We were there pre-season, they weren't open, but looks like they have good reviews.

It is not bad it is a series of 116 or so steps and a series of ramps. My SO did it a week before having a hip replacement surgery. Take your time.

It us doubtful, they have fine art in one gallery and it would be unsuitable to climb the extensive stairs inside of the monument with any pet. That's my impression.

No place to check in a backpack but as it's a reasonably gentle grade with plenty of waiting places as you go it, provided its not too big it should be no problem.
