You can see the difference if you look at items like spider staff, which is both staff and weapon. It's confusing because the first line of staff of power says you can use it as a weapon.

I dont think there is really a problem going against the attunment restrictions, but if you allow this, will you allow the wizard to attune a staff of healing? Something to consider.
