2004年1月18日 · The receiver is the firearm to BATF. If you rebuild it even as a semi, it was a full auto and remains an NFA item. People who do stens, FALs and stuff build a new receiver from scratch and the other parts are legally just parts in a new semiauto firearm in that case.

If you suspect a re-weld, it's best to disassemble, degrease, and look at the inside of the action - much harder to remove the weldment marks, there, as there isn't easy access for milling and polishing. A straight edge (I use a six inch machinist's square) can help you detect twists, warps, and yaws that may indicate a re-weld.
