Some wild trees at Cindersap Forest, Pelican Town or the Mountains, when chopped down, yield Ferns instead of wood. You can also rarely find them lying around for picking up, when you unlock the Secret Woods area of Cindersap Forest.

I don't know about tilapia, but you can get the fiddlehead fern by chopping those funky green trees on Green Rain Day. #2. Buffmania Apr 23 @ 3:52pm. You can catch Tilapia at the beach in the summer and fall from 6am to 2pm or use magic bait outside those times.
Bug/Issue Fiddlehead fern [secret forest] with Full inventory
2016年5月5日 · came across a weird bug while playing just now. i went to go grab a fiddlehead fern from the secret forest, my inventory only had one open slot but i picked up the first one just fine, when i went to pick up more however it showed the sprite fore "hardwood" appearing above the player's head, and nothing is foraged.

In order to speed up your fiddlehead fern gathering, make sure to clear out all the weeds, logs, rocks, etc. in the Secret Forest, and check in the "super secret forest" section (the extra bit).
